To Whom It May Concern, I am writing to regards to the car accident on Richmond Avenue and 20th street intersection on Monday morning, June 16th 2021. I witnessed the scene and I’m discuss what exactly happened at that time in the following. Light snow started the night before the incident, and by the time I was driving on Richmond Avenue a road is covering to sown thick layer. This amount of snow fell unexpectedly early this year. As a result, lots of drivers including me got surprised, and I believe mostly had not rotated their Vehicle’s tires. Beside the crews of the city were not prepared for snow removal form the streets. Therefore, a few accident go on that day. In the accident that I witnessed, the car in front changes two lanes form right to left not giving the drivers behind him full opinion time. In addition, icy routs make other drivers to not be able to have complete and proper break. Also, three cars got in this accident. I believe that the drivers behind are not the only people responsible, both the Toyota car drivers (the car in front) and the surprising snow are also responsible for this blow. Your faithfully Arpit
