Dear Sir/ Madam, It is with great pleasure that I submit my motivation letter to show my interest in the Young Water Diplomats Program. It is my sincere desire to understand the interdisciplinary aspects of transboundary water challenges and advanced tools for water diplomacy and I would like to apply to have the program fully funded. My country of Myanmar presents a complex set of variables and parameters that drives me to further expand my understanding of the transboundary aspects of Water Diplomacy. My background up to this point combined with the more recent turn of events with the global pandemic only further this motivation. When I worked as a Secretariat Technical Officer at Ayeyarwady Integrated River Basin Management Project (AIRBM project), I came to understand water diplomacy is essential for a country; especially to solve conflicts and to utilize shared water resources peacefully at the regional and state level. Water diplomacy is more than just water resources management. Water diplomacy contributes to the broader goals of peace and sustainability through diplomatic engagement and cooperation. Myanmar has both international and national rivers. It is required to be aware of Integrated Water Resources Management (IWRM). Geopolitically speaking, since Myanmar is an essential country in South East Asia, to share, utilize, and maintain the water resource within the neighboring countries, water diplomacy is a crucial part to apply in my country. Hence, the transboundary river basin issues should be solved diplomatically to ensure sustainable utilization, rational development, equal distribution, protection and conservation of water resources, mitigation and reduction of water disasters. According to those challenges facing Myanmar, cross-border decision-making in terms of quantity and quality is essential to build effective and peaceful governance. To maintain and manage water resources in a fair, equitable, and sustainable way, it is required to ensure that the people and ecosystem have strong, inclusive, effective, and efficient governance. As touched on above, the more recent turn of events with the global pandemic has only further exacerbated the importance of transboundary Water Diplomacy. To this end, water resource management has become all the more complicated since a large quantity of water is required to reduce the spread of the virus. Therefore, to utilize water resources in an effective, fair, and efficient way, policy-making and regulatory rules play an important role for my country. Although I am not a policymaker, I believe I could contribute as a part of a process after I could join your program. Besides when I worked at JICA project as an assistant environmental expert and Secretariat Technical Officer at Ayeyarwady Integrated River Basin Management Project (AIRBM), I had to assist the coordination tasks with the government officer. To implement the project’s goal, negotiation in diplomatic way is essential. Because of the experience I gained from JICA project and AIRBM project, it made me more interested in water diplomacy. In conclusion, I strongly believe that I could apply in the engagement with the stakeholder, governance level not only locally but also internationally. Additionally, I do expect that I could extend the career professional network since I will have to get chance to meet with the international professionals at the program. This will deepen my understanding of the complexities related to the governance of water resources at the international and national levels. It will allow me to more effectively communicate between key Government officials and various stakeholders by knowing as much about water diplomacy as possible. Besides, since I had experience for working as a Program Coordinator and Amazing race Organizer at Sydney, I could contribute my skills and experience to assist the field trip or any event in the midst of the program. Finally, under the competitive demand for water diplomacy and stakeholder engagement, I believe the Program can help me obtain the necessary knowledge for decision-making crucial to smooth engagement in water resource management. Unfortunately, because of the current political situation (the coup), I am unemployed currently. Therefore, I can contribute my time fully in the program.
