complain about a particular case of plagiarism

This email is to complain about a particular case of plagiarism in a scientific paper. Someone with the following affiliation translated our article from Persian to English and published it. "Vijay Sharma, Reliability Engineering Centre, IIT Kharagpur, India. Email: vsharma1. edu@gmail. com" I am the corresponding author of the article entitled “An Augmented Surrogate-Assisted Reliability-based Design Approach and Application to Complex Systems Design” that is published in the journal of Modares Mechanical Engineering Magazine on 1 March 2018. On April 3, 2020, an article entitled “Optimization of Reliability in Complex Systems Using an Artificial Neural Network Approach” was published in the Journal of the Institute of Electronics and Computer. This article is 100% similar and a copy of our article. It has been abused by the language difference and the author has only translated our article from Persian to English. To prove our claim, both articles have been sent to the journal and finally, they accepted our claim and removed the article. But the author has published our article in another journal again.
