Should be dictionaries allowed during English Exams?

Should be dictionaries allowed during English Exams? lXdDQ
By the side of the pros, I find interesting to allow dictionaries because it would be the way how students could learn during an exam and get better qualifications. By the other side, I find it a temptation for those who don't study and want to put into the book their own notes to pass the exams. It would get out of their hands for sure. So, in my opinion, we have more questions. First we must answer if we prefer a hard exam to an easy exam and secondly if we prefer to learn rather than to qualify. It's said that the hardest exams are those where you are allowed to use the dictionary because you don't have time enough to finish if you don't know the meaning of many of the words. I have to recognise that if I were a teacher I wouldn't allow the dictionaries.
