Overall, rural areas saw a decrease in unemployment rates over the period, while the rates in urban areas increased despite major fluctuations. Urban areas, however, held the least unemployment rates throughout the year, but only by a small margin by the end of the year. Rural areas rates dropped continually in the first and second quarters, starting at about 6. 5% and reaching a minimum of about 4. 5%. Urban areas, however, increased steadily for the first quarter and for most of the second quarter, they started at around 2. 1% and rose to around 4%. The unemployment rates in rural areas increased to approximately 5. 5% in the third quarter and settled at 5% by the end of the fourth. Unlike rural areas, urban areas fluctuated heavily and hit a minimum of approximately 2. 1% in the third quarter, but the percentage rose up in the final quarter and reached a peak just bellow 5%.
