It seems to me that giving tariff for everything will be useful if the government supervise all organs which they have not had fiscal deficit. So, compensation of duty would be useful for either economical policy or promotion of commercial situation.
While many would argue that toll laws are unfair. Because all groups of society do not earn similar wage.
