Over all view, teacher's salary contributes in the most of the expenditure on a school, among the three decades. Money paid on insurance, increased gradually from 2 percent to reach 8 percent in 1981, and 2001 respectively. However, other salary workers decreased from 28, to 22, and finally 15 in 1981, 1991, and 2001 sequentially. On the other hand, resources expenditure, and teacher's salaries increased between 1981, and 1991, from 15 to 20 for resources, and 40 to 50 for teacher's salaries in turn, followed by a decrease to reach 9percent, and 45 percent in 2001.
