It is clear that both rates are decreased in the given period of time.
The jobless population rapidly declined from 17% to 13% in the first two years. Then increased to its temporal peak at 15% in 1992, when surprisingly the number of emigrants met its temporal minimum at 35000 people per year. In the following 8 years, the quantity of unemployed persons is decreased to 5%. Then, it started a gradual rising to 6% in the end of the examined period.
At the same time, a great portion of people left the country until 1992. It is shown that in the following two years people are more tend to immigrate. Then, a mild decreasing trend can be seen until 2002, when just 25 thousand people emigrated from the country annually. But finally, the immigration to other countries boomed up to 50000 person-per-year by 2008.
