The system used for rubbish/garbage collection in your local area is not working properly. This is causing problems for you and your neighbours.

Dear Sir or Madam, I am writing in feedback of the garbage collection system that is introduced recently as a replacement of the earlier one and wish to clarify that it is not working as expected. The new mechanism includes decomposing of the garbage bags right when they are being fed in the lorries. Inadvertently, the processing unit throws out small chunks of unprocessed garbage causing front yards and curbs dirty. The unit installed, although not freshly, has closing lid inappropriate or absent at all. Local society, including shop owners, street walkers and others, are having trouble dealing with the untidiness and dirtiness of the area and request you to either bring back the old system or fix the existing.
