Letter to council for the dirty street explain why it has become dirty recently. What problems it has caused. Giving some suggestions

Dear sir, I am writing you to express my dissatisfaction about the poor service provided by your council I would discuss all obstacle of the street in this letter. Let me tell you why this street are becoming dirty day by day firstly, the residents of this area are responsible owing to the fact that they throw garbage of own houses in the street although any doesn't clean the street as a they believe this responsibility only of council apart from that some people use area of street to keep the animals like, dog, cow, befaloo as soon that's what mass in the street has increased more. Moreover, the drizzling systems is not too good due to which in the rain season water is collected lot in the street all residents of this area face problem especially in rain. I want to request you please slove all problem in our street as well as government should keep the fine to those people who have thrown own garage in street.
