I am so happy that you are moving to Ottawa next month. We will be able to spend more time together. You'll see Ottawa is a wonderful city to live in.
As you are coming for work, I would suggest you to live in the west part of the city. It is a beautiful neighborhood with all the facilities nearby (shops, restaurants, parks, . . . ) But the main advantage is its location: this area is located between two companies hubs: to the west, Kanata is filled with tech companies while to the east, you will find all the government jobs in downtown.
Unfortunately, the public transit is not as great as it is in France, so you might be a little disappointed. But if you decide to settle in the neighborhood I mentioned earlier, you wouldn't have any problem roaming around the city as this area is well equipped.
As bilingual, I don't think you will have any trouble to immerse yourself in Ottawa. There are a lot of organizations for french speaker that provides advice for settlement, activities, . . . It is a great way to meet new people. And, of course, I can introduce you to my friends circle, they will love you.
