Media Manipulation: Visual Media Regulation Differences In Saudi Arabia Done by: Iman B. Alim The subject of manipulation has a mani explanation, but when it comes to media, it has only one meaning which is manipulation with words. Strict regulations and policies make hiding some information easier, whereas people on the news cannot tell the whole full truth, and that's a huge problem. Hiding the truth will affect the elite media's not the government; people will judge them in a bad way. The Kingdom of Saudi Arabia is one of the most countries that have no freedom of expression along with strong regulations and policies. Citizen in Saudi Arabia who breaks their regulation will get punished crudely. Many Saudi citizens have actually lived abroad to get their freedom at expressing where they can tell the truth of what they see honestly. Sadly, the Saudi government still follows them sometimes until they caught them and bring them back just to punish them for what they said because that means they broke their policies and regulations, which they will never allow. This essay will discuss the regulations where it should be much easier for elite media, especially in the Kingdom of Saudi Arabia; nonetheless, deleting them will never be an option, but releasing them a bit is something that we can take into consideration. It will argue about how freedom of expression should be allowed In Saudi Arabia and how the truth should be said. Nowadays, the kingdom of Saudi Arabia has many channels. According to that, they have launched their first private local channel, which is ALJ- TV, in 1955.  (Hammond, A. 2021) Since then, other channels have started to launch. E. g. An Arabic Channel that broadcasts in the Arabic language has been launched.  (Hammond, A. 2021) The only community that was allowed to watch those TV channels was Aramco employees.  (Hammond, A. 2021) Saudi Arabia Policy is very stringent since day one of Al-Saud's lead. That lead took over a lot of things. Freedom of expression was a huge part of it; Strict Regulations was set since then on everything around them, even when there were no local TV channels for the Kingdom of Saudi Arabia. Apart from Al-Saud and how did they set their strict rules on everything since they took the lead, Media policy in general in Saudi Arabia has six main rules that it should follow as the government mentioned and written: 1-Increase the religious, social, and cultural beliefs of Saudi Arabia. 2-Assure that the public is served with a collection of high-quality entertainment. 3-Setting up an extensible structure for licensing the audio and visual media transmission. 4-Assure that equal opportunities are required in the markets together with acquiring contests in the areas of the authority's enterprise. 5-Encouraging the Improvement of audio, visual media transmission, and content in the kingdom. 6-Encouraging and achieving the objectives of the kingdom's media policy and national arrangement through audio, visual media transmission, including content.  (Al-Tamimi 2013) In this case, there will be no doubts about setting stricter regulations for their local TV channels, such as; News channels, TV programs, and any kind of local broadcasting. The Saudi Government has already arrested a lot of employees who worked as TV presenters In News Channels or In any other TV shows for speaking freely about what they think or see; they even closed some of the TV companies totally for a few months or even years as a punishment especially the companies who work in the news. The eyes of the government are always on the companies that work In and for the News more than any other Entreatment channel. It Is extremely tough to speak the truth because of those strict regulations that we have mentioned earlier, and TV companies do not have the choice. In which I do not believe It is right, I totally disagree with It. Part of the Saudi media authority headquarters is located Inside the Kingdom, and part of it is outside, which is still runs by the government, and It is filled with numbers of political behaves, thinking that those regulations will keep the threat of liberal political and social values away.  (Hammond, A. 2021) Meanwhile, albeit Is the one that reports to the minister of culture and information. The audio and visual media is controlled through operating channels from inside the kingdom, together with; problem authorisation to radio and television stations is operated from the inside the kingdom as well.  (Al-Tamimi 2013) Therefore, citizens know exactly the truth behind why part of the media Is located Inside the kingdom and controlled by them. It Is located and controlled by the government outside; It is not because of those guidelines only. On the other hand, The reform of Crown Prince Vision 2030 is about fundamental changes in the state's social and economic profile, but not in any of their political structures, so the Wahhabi establishment must legitimise the system in the absence of electoral democracy amid restrictions.  (Hammond, A. 2021) Speaking about the strict regulations In Saudi Arabia that leads to hiding the truth and not having any freedom of expression such as, news channels they cannot tell the entire truth on what Is happening around the world and especially In KSA, they have to hide a lot of things due to royal orders otherwise, they will be punished. For instance, having the freedom to express everything that Is happening Is so hard In Saudi Arabia; Hiding the truth Is easier.  (Bonotti, M. and Seglow, J. 2021) Nevertheless, The International Covenant on Civil and Political Rights In article 19 (3) perceive that any form of expression required by law or It means broadcasting may be restricted.  (Helm, K. R. , and Nasu, H. 2021) However,  Free expression has theories; Firstly, It has been preserved as unique liberty, different from any other liberties. Secondly, the truth Is Indispensable to secure diversity and pluralism liberal social values. Consequently, free expression can be defended via a responsible mistrust against the government making the right decision on when to coordinate the speech and when they should stop, giving the mistrust. It Is safest to have the right to free speech.  (Bonotti, M. and Seglow, J. 2021) In 2006, J. S. Mill's said there was a well-known argument that spread the freedom of speech all over the world, and It was required to recognise the truth In human affairs. Free expression and finding the truth for Mill was serving the happiness to a higher kind as a gradual for being committed to debate.  (Bonotti, M. and Seglow, J. 2021) Fake news does not have to be faking things to the fullest, but It also means to say half of the truth and leave the rest for the sake of hiding It. The standard Issue about fake news Is controlling, but it empathises with freedom of expression at a low standard. People's ability to provoke, distribute or receive information about any specific content of information, whether they recognised facts or opinions through a particular communication medium. In this case, the news is always under the control of the government in Saudi Arabia. They think that freedom of expression, Including Informations under a legal regime, will be more guaranteed. To be specific, freedom of expression Is given due consideration as the fundamental foundation of a democratic society and its progress, regardless of whether the information or ideas are offensive, shocking, or disturbing.  (Helm, K. R. , and Nasu, H. 2021) In other words, the kingdom of Saudi Arabia should theorise again on what Is the real meaning of "freedom of expression. " The traditional standard applied to political language can be challenged in the context of the spread of information barriers on social media. This is because content creators have no potential for goodwill in order to provide accurate and reliable information in accordance with the principles of responsible journalism. Indeed, freedom of expression is formulated and understood differently. In many areas, governing scrutiny around the world has generally divided freedom of expression into three following conditions: First, the principle of legitimacy Second, necessity, and Third, proportionality.  (Helm, K. R. , and Nasu, H. 2021) Sadly, those conditions do not apply In the Saudi law, although citizen's together with media companies In general wishes If they do so. In brief, this article addresses the situation of visual Media like the news channel in the KSA. Regardless of what Is happening In Saudi Arabia with the fake news which I don't believe that it's acceptable. To conclude, I believe that freedom Is everyone's right, as well as Saudi Arabia citizen has the right to know the full truth on what Is happening around them especially In KSA. The Kingdom of Saudi Arabia also has the right to live a life that Is free from domination, oppression, and subordination, Including visual media, especially the news companies. Perhaps the KSA government may need some notions of what free speech or, In other words, freedom of expression means. The citizen's of Saudi Arabia expecting a massive change by reaching 2030, and most of them are expecting those changes way earlier than that. As for my own point of view, I wish as well those changes to happen as soon as possible, among these changes I am looking forward to the changes of the strict regulation that we are facing on the visual media, especially the news companies. It can be a bit easier, along with accepting the freedom of expression.

but
releasing them a bit is something that we can take into consideration. It will argue about how
freedom
of

should be
allowed
In Saudi Arabia and how the
truth
should

.

Nowadays, the kingdom of Saudi Arabia has
many

. According to that, they have launched their
first
private
local

, which is ALJ- TV, in 1955.  (Hammond, A. 2021) Since then,
other

have
started
to launch.
E. g.
An Arabic

been launched

only
community that was
allowed
to
watch
those TV

was Aramco employees.  (Hammond, A. 2021) Saudi Arabia
Policy
is
very
stringent since day one of
Al-Saud
's

. That

took over
a lot of
things.
Freedom
of

was a huge

Strict

since then on everything
around

social

are required
in the markets together with acquiring contests in the areas of the authority's enterprise. 5-Encouraging the Improvement of audio, visual
media

content
in the kingdom. 6-Encouraging and achieving the objectives of the kingdom's
media
policy
and national arrangement through audio, visual
media
transmission, including
content
.  (
Al-Tamimi
2013)

In this case
, there will be no doubts about setting stricter
regulations
for their
local
TV
channels
, such as;
News
channels
, TV programs, and any kind of
local
broadcasting. The Saudi
Government
has already arrested
a lot of

Therefore
,
citizens

behind why
part

Is located

Speaking about the
strict

Nevertheless

In article 19 (3) perceive that any form of

means
broadcasting may
be restricted

However
,
 Free
expression
has theories;
Firstly
, It has
been preserved
as unique liberty,
different
from any
other
liberties.
Secondly
, the
truth
Is Indispensable to secure diversity and pluralism liberal
social
values.
Consequently
,
free

can
be defended
via a responsible mistrust against the

freedom
of
speech
all over the world, and It
was required
to
recognise
the

In human affairs.
Free
expression
and finding the
truth
for Mill was serving the happiness to a higher kind as a gradual for
being committed
to debate.  (
Bonotti
, M. and
Seglow
, J. 2021) Fake
news
does not
have to
be faking things to the fullest,
but
It
also
means
to say half of the
truth
and
leave
the rest for the sake of hiding It. The standard Issue about fake

Is controlling,
but
it
empathises
with
freedom

at a low standard.
People
's ability to provoke, distribute or receive
information
about any specific

of
information

In this case
, the
news
is always under the control of the
government
in Saudi Arabia. They
think
that
freedom
of
expression
, Including
Informations
under a legal regime, will be more guaranteed. To be specific,
freedom
of
expression
Is
given
due consideration as the fundamental foundation of a democratic society and its progress, regardless of whether the
information
or
ideas
are offensive, shocking, or disturbing.  (Helm, K. R.
,
and
Nasu
, H. 2021) In
other
words, the kingdom of Saudi Arabia should
theorise
again on what Is the real meaning of
"
freedom of
expression
.
"
The traditional standard applied to political language can
be challenged
in the context of the spread of
information
barriers on
social

. This is
because
content
creators have no potential for goodwill in order to provide accurate and reliable

Indeed

Sadly
, those conditions do not apply In the Saudi law, although citizen's together with
media

In general

In brief
, this article addresses the situation of visual
Media

In Saudi Arabia with the fake

which I don't believe that it's acceptable.

To conclude
, I believe that
freedom

as well
as Saudi Arabia
citizen

In KSA. The Kingdom of Saudi Arabia
