Both the reading and the listening are about coal ash. The reading passage believes that new rules on coal ash might not be the best idea. The professor says that new rules are necessary. First of all, The reading points out that strict regulations for companies on coal ash already exist. The reading says that companies use linear in landfills to prevent coal ash leakage. On the other hand, the professor says that this regulation only applies to new disposal ponds. However, with old landfills, there is coal ash leakage into the drinking water. This shows the current regulations are not enough. By standing in the middle between both arguments, I agree with the environmentalists's opinion. Because when we talk about environment, we must keep in mind that the environment is a prior. The whole world is approaching to set new rules and regulations which protect our environment from additional damages. In other words, let's stop ruining our environment and and offer clean environment for the next generations. Secondly, and referring to power companies argument, I would say that the existence of strong regulations and rules is not necessarily that additional regulations are not needed. Also offering some privileges for existing positive coal ash industries is recommended.
