The number of public transportation passengers remained stable at around 280 million from 1989 to 1994 and had rose to about 370 million over the 10-year period. Also, the numbers increased rapidly to almost 500 million at the end of the period. In the second graph, it is clear that the two graphs had some fluctuation during the 8 years. However, the number of bus users were higher than the number of tram users in 2008. The tram passengers’ numbers were less than 150 million from 2000 to 2002 and grow to over 150 million in 2004, before falling to around 140 million until 2006. Then they rose again to 200 million in 2008. The bus passengers’ numbers were approximately 120 million between 2000 and 2003, but the numbers had a gradual growth from around 120 million to around 250 million over the 5-year, which was the highest number throughout the period.
