Over 9 years, Austria soared to reach the peak at approximately 27%. In contrast there was a slight decreased in the rate of such student, which dropped by 3% in 2009.
Turn to two other countries, both countries experienced the significant growth, which increased familiarly by about 3% in 2006. Three year later, there was seem a higher increase compare Ireland in term of the low literacy level. However, they stood at the same level at the end of the period, was nearly 17%
