In 1997, the figure for students was just 1. 2 million and it continued to rise steadily by 2000 which reached almost 2. 0 million. After the year 2000, the number of students dropped modestly to 1. 8 million which is equal to the number of students in 1999. Despite the generally climbed in student’s number, the authorities budgets to support students tend to decline sharply. In 1997, the governments was spending 600 pounds on student and the next 4 years witnessed the dramatic drop in the amount of money that they gave to students.
The proportion of student whose family financial background has medium - income account for 32% and the number of students is twice as high as that of students from high income.
