The initial estimate and actual spending witnessed a dramatic fluctuation, with the former being over 80 billions, the latter being nearly 220 billions. It was considerable that the costs for four events were less than 25 billions in the initial phase surveyed. There was a steady increase of both costs including preliminary estimation and real spending in Barcelona’s event in 1992, with the latter being 25 billions more than the former.
