The initial estimate and actual spending witnessed a dramatic fluctuation, with the former being over 80 billions, the latter being nearly 220 billions. It was considerable that the costs for four events were less than 25 billions in the initial phase surveyed. There was a steady increase of both costs including preliminary estimation and real spending in Barcelona’s event in 1992, with the latter being 25 billions more than the former. Meanwhile, in the following two events in Atlanta 1996 and Sydney 2000, the preliminary estimation decreased significantly and reached the lowest point in the ten years surveyed. Besides, the real costs of Sydney’s event in 2000 was 10 billions less than the previous event.
