I fully agree with this proposal. It is not a belief but a proven fact that nutrition in children is essential for their proper physical and neurological development, if from the beginning a nutrition rich in sugars and processed foods of poor quality is established, the end ends up being very unlikely to change. In addition to this, the little or almost no physical activity due perhaps to the excessive use of computers, cell phones, tablets or video games ends up being another important factor that should be worked immediately.
In my personal experience, I grew up in a family that took average care of nutrition; at least in my home there was no excessive fat consumption. We always tried to remove excess fat with napkins, we ate lean and good quality meat and to this day it is a practice that I still follow. Unlike many people I know or know close to me who enjoy eating with excessive fat because they were accustomed to eating this way from an early age. The foundations are cemented from childhood, the course that takes the decision of the eating habits of the future of all can be better if you start from an early age to have better and healthier habits.
While you can't just come in and prohibit or take something away from people who have lived this way all their lives, I think it's a good decision to make, although you would also have to offer an alternative, such as selling healthy food in schools for a possible solution to people who don't have time to send kids with lunch and just give them money to buy something in the cafeteria.
