Due to the increased amount of traffic on the road, more money is required for transport infrastructure. While it can be beneficial if the government bear this financial burden, I think it is more sensible for road-users to cover the expenses. On the one hand, there are good reasons why the government should responsible for spending on road improvements. Transport infrastructure is a vital public service, along with education and healthcare system. It is key to boosting the country’s economy because it improves the movements of goods and people. For example, the dominant economic status of China is partly due to the strong railway networks that link every part of the country together. Moreover, only the government can manage such a crucial sector because it has the authority to fundraise through the tax system and is in the position to ensure the interest for all. On the other hand, it is more sensible to make road-users to pay for the transport systems. Firstly, road-users are those who directly benefit from the improvement of roads. They enjoy a better quality of life since their daily commute is less stressful and time-consuming because of eased traffic congestion. Another reason would be that by imposing taxes on road users, such as green tax, as in England, congestion tax or through toll system, people are discouraged from driving, which leads to the reduction of exhaust fumes and green-house gas emissions. For example, by making fuel-driven the subject to the green tax, the authority is encouraging a switch to hybrid or electric cars, which are more sustainable and environmentally-friendly forms of transportation. In conclusion, I believe that road users should cover the costs related to road improvements.
