While the passage states that there are several reasons to show that the new regulations are not seem necessary the lecture contradicts these claims and provides the evidence to the contrary. First, the author argues that there are ristricted regulations for example the companies use much more liner when a new landfill is built. Conversely, the lecturer brings up the idea that liner are not sufficient and liner just utilize for new landfill but there are several old field that could polluted envirenment.
