1. Introduction The enhancement of defence spending has increasingly seen as a trending topic to be debated currently. Many people believe that the regime should prioritize the security of its country by increase its military budget. Actually, this type of thought have been existed since the mid of the 20th century, this idea called the “Military Keynesianism” which is a perception that believes the government should improve its military quantity to secure the society from any outside threat. It means, that the authority needs to prioritize the defense sectors, instead of the social benefits of the civilians. However, the writer of the essay strongly opposes the idea of “Military Keynesianism” to be implemented in the 21st century, due to the shifting behaviour of states that will be discussed further. This essay aims to provide a clear argument on why the government should compute social benefits more than the defence sectors. The essay will also provide rebuttal on why the view of “Military Keynesianism” is not relevant anymore in the current situation. 2. Counter Argument 2. 1. Increasing Budget on Social Security is More Sustainable, Boost the Development of a Country and Solve Social Problems. The enhancement of defence cost, might be important in International Relations. Because improving hard power definitely will made other state consider our capability and does not underestimate it. Furthermore, it will strengthen the country’s position in the Global Politics, prevent any act of intimidation from other state and it will lead to invigorate the sovereignty of a state. However, the defence spending would not play an important role to solve a social problem in a particular country. There are numerous amount of troubles that currently happening, such as unemployment, poverty, illiterate, lack of human resources, environmental threats, pandemic, and so on. To solve these problems, the government needs to be more focus to create and prioritize social guarantee programs that could overcome the obstacles that have been mentioned before. By prioritizing the social security and utilizes the budget to fund a program for education, health care, aid for unprivilege peoples, unemployment, housing, and environmental protection. It absolutely will boost the development of a country, the unfortunate people could be able to attend school, afford health care, and get a job. Furthermore, social spending will lead to improve the productivity and capacity of its citizen, it means that eventually, the more people will get a job, the human resources will be improved, the number of illiterate will decreases, and many more. Moreover, if the fertility and capacity of its citizen improved, it obviously will enhance its state’s income as well for the next term. To conclude, if the regime utilizes the allocation to fund social security programs, it will become more sustainable, compared to defence programs. 2. 2. If the Social Problems Solved, It Obviously Will Enhance State’s Income, and Budget for Defence in the Next Term as Well. It is better to prioritize the problems based on its urgency, the social problems that have been mentioned before is a problem that could not be ignored. Therefore, the government needs to address the urgent problem first. It's proven that if the social problems solved, it obviously will enhanced state’s income, and if the income of the state increased, the budget for Defence in the next term will definitely be improved as well. 2. 3. The Enhancement of Military Power Will Create Security Dilemmas, That Eventually Could Lead to War. In International Relations, there is an approach called “Security Dilemma”, which is situated where a particular country wanted to strengthen its security, by increasing its military capacity to strengthen its position in the Global Politics. It makes other nations tend to become insecure, and think that if that country improve its military power, it definitely will threaten the presence of its nation, because there is nothing that could guarantee its security. Therefore, the other nations will try to maximize its security as well, in order to overcome the threat from that country, and create the balance of power, and it will be repeated over and over again, because the states compete to dominate. There are many International Relations scholars have found that the security dilemma is one of the main sources of conflict in International Relations, and it always leads to armed conflict. To conclude, the improvement of military capability, will create Security Dilemma concept, that potentially started an armed clash with another sovereign state. 3. Rebuttal 3. 1. The Concept of “Military Keynesianism” is Not Relevant in the 21st Century. Military Keynesianism is a concept where defence should be prioritized. This concept was very popular back in the 20th century. The main reason why it is popular in the last century, might be because, in the past, there were still many armed conflicts that happened. Therefore, it made people believe in the concept of Military Keynesianism. However, in the 21st century, there was already many multilateral agreement that designed to uphold peace, and human rights, which restricted war crimes. In addition, there are also International Humanitarian Law, which strictly regulates about the conduct of armed conflict, and its legally binding for every country in the world, because it derives from Customary Law, which is a general principle that accepted by the international community. Due to many legal instruments on human rights and armed conflicts, in this current condition, war has rarely happened. Therefore, it is useless for a country to spend much on Defence, if it is not relevant in this current condition. It is better to spend on social benefits that could enhance the productivity of a nation. 4. Conclusion In this modern world, there are many multilateral agreement that binds the countries and limit the state behaviour to threaten another nation, that is why in the 21st century, war is not likely happen, and it is useless to some extent if a country overbudget on Defence sectors. The government should prioritize the social security of its citizen first, and solve social problems. Because if the needs of the people of a country already fulfilled, it will eventually make them become more productive and it improves its capacity. The enhancement of productivity of civilians will obviously lead to strengthening the economy of a country.
