As in can be seen that from the graph, in 1995, the rural area has approximately 3 per cent of crime arrests by person under 18, while, the suburban and the urban have around exactly 2 per cent and merely under 1 per cent of crime arrests respectively. Over the following year, the number of arresting in the rural and the urban rose slightly 1-2 per cent, similarly the crime arrest amount of the suburban increased dramatically by approximately 6 per cent.
From 1996-1998, there were a dramatic decrease of the crime arrest in the rural and the urban by 6 per cent. On the other hand, it is important to note that the figure of arresting in the suburban dropped significantly around 10 per cent in 1997. However, it number rose a mere 2 per cent after a year. By 1998, the amount of the suburban had dropped to 2 per cent, whereas the respective amount of crime arresting in the rural and the urban had fell to -2 per cent and only -5 per cent.
