The graph illustrates the percentage of city population without health insurance from 1981 to 2005. The cities shown are Boston and Seattle. In 1981, both Boston and Seattle had the same starting point at around over 20 percent. Few years later, both the cities increase differently as Seattle with a steeper rise. Boston's proportion slightly falls until 1990 and starts rising again afterward. In around 1984, Boston sees a gradual decline from then to 1998 with a sudden drop. However, Seattle has had a steady decrease in the proportion of uninsured until 2005. It is clear from the graph that the figure for citizens without insurance in both cities start off at the same point in 1981 but end up having a contrast in 2005. While Boston's percentage seems a lot lower in 2005 than 1981, Seattle's percentage is only a bit lower.
