By contrast, the lowest number of people was seen at 1 pm, at approximately 1. 2 million, which was four times as low as that at 6 pm. During the next 8 months, the figure for 6 pm witnessed a considerable fluctuation ranging from 4. 8 million to 3. 2 million and then stood at 3. 1 million at the end of the period.
