The line graph illustrates the number of arrests illegal drugs over a period of 15 years, from 1991 to 2005 It can be seen from the graph that the number of people arrested fluctuated dramatically over 15-year. In the 1991, the levels of arrests for illegal drugs usr stood at 55. Over the following 2 years, there was a sharp decline to 20 per year. The number then increased considerably from 25 to 50 per year in 2 years. 1996 to 1999 saw a fluctuation in the arrest rate, which was followed by sudden increase at the end of this period, with the rate bring to the climax at 80 per year in 2000. Next the number of arrests dropped dramatically to 15 in 2001. It maintained the same level for the following year, but then increased slightly to 20, levelling off at this rate in the last 3 years from 2003 to 2005
