In 2012, the finance from Rates revenues was highest, at around 1490 million, followed by the figures for Users changes, Borrowings and Grants & subsidies, at nearly 1000, 850, 490 million respectively. Four years later, Rates revenues and Users changes witnessted gradual rises, to roughly 1600 and 1500 million, whilst the Borrowings saw an abrupt dip, standing at 600 million.
