In any given year, Saudi Arabia has always had the greatest capacity. Except Qatar, other countries have expanded their capacities as well. These countries have all shown similar increments which are persistent throughout the time. On the contrary, Qatar undergoes fluctuation during the period and finally ends up at where it started in 1990, that is, under 2 million barrels.
In conclusion, the largest rise in oil production was found in Saudi Arabia. While other Gulf countries are slowly building their production, Qatar is definitely struggling to keep up.
