English is taught as the primary language in the school as it it's important for the well being of students. In India which is a bilingual country where more than hundreds of language are spoken, English became a common through for the people to communicate. In my opinion every individual should try to have a command over English as it has become a important factor in business. The point of local language is that - a person cannot forget his own mother tongue. Still, in India people love to communicate in their own mother tongue. Though English is taught in schools at primary base the local languages are still taught in alliance. Languages represent our culture. So I think English and local language should go hand in hand
